This building features a traditional architectural expression (with a wide hipped roof and portico with rhetorical pillars) and a modern design (in the general proportion and geometry of construction elements). According to Ana Vaz Milheiro, the project was conceived by Jorge Chaves (1920-1981) in 1949-1952 and executed in 1952-1953. This is the current headquarters of the African Party for the Independence of Guinea and Cape Verde (PAIGC).
