Opening onto the Coastal Road (former Norton de Matos), along the Kwanza River, this building features the characteristics of modernist architecture of the 1950s and 1960s with high design quality and its bland horizontal proportions conferring a certain elegance. With several storeys, it has reinforced concrete box verandas and an access ramp at ground level for the public. It was in ruins but has recently been restored.
