In the old Square Salazar, looking over the water, this building was based on an initial project by the architect Mário de Oliveira from the Ministry of Overseas Affairs, perhaps with the hand of the architect Lucínio Cruz (both connected to the building of the neighbouring Commercial Association) and concluded under the supervision of Castro Rodrigues in 1962. It has a monumental expression in the Estado Novo style with a portico of ground-level arcades and a colonnade.
