Characteristic of the architecture of the official style of the Estado Novo, it is attributed to the architect Lucínio Cruz (the belfry tower was designed by Galhardo Zilhão). It is an ensemble built at the extreme northeast of the city bay connecting with the port buildings by means of a long symmetrical three-storey construction with two arcaded wings with upper porticoes. It has a central raised porticoed entrance with a wide subway giving access to the docks. At its edge it is dominated by a belfry. On the city side it defines a square space (where the statue of Diogo Cão stood) and conveys a sense of monumentality of an evocative classicized design.
