Built in the early 1960s (inaugurated in 1967), according to a design by an Italian architect, it became a symbol of the modern city. The photo included here dates from that time. The building is typical of the Modernism of the period 1950-1960 with its geometrical forms and its structure of reinforced concrete: on a podium that takes up the whole city block, it is an elegantly proportioned rectangular volume supported on a series of piloti that visually increase the sensation of lightness. The façade alternates blank areas and large windows. The building is topped by a pergola.
